This paper is focused on India s policy choices in pension system design. As the Indian policymakers begin to focus on reforming the pension system, one of the major issues they will face relates to the regulatory capacity. This paper argues that there is a strong case for setting up a separate regulatory agency, provisionally called the Provident and Pension Funds Authority (PPFA) to regulate India 's pension sector.

This paper analyzes the evolution of India 's social security system since 1947. It provides a system-wide overview of five different pension provisions -- schemes run by the EPFO, central government pensions, pension schemes of public sector enterprises, voluntary tax advantaged savings schemes, and social assistance programs for the lifetime poor. This paper also provides a brief discussion of the direction of India 's pension reform.
